Landing pages target commercial and transactional intent, sell a specific service, and convert. Blog posts target informational and early commercial intent, build topical authority, and feed internal links to landing pages.
Check the SERP. If it is dominated by service pages, build a landing page. If it is dominated by articles and guides, build content. Building against the SERP consensus almost never works.
Blog posts capture early-stage attention and link forward to landing pages. Landing pages convert. A site with only landing pages has no top-of-funnel reach; a site with only blog content has nothing to convert into.
