An existing page already has indexation, some authority, and possibly links. Updating it starts from that foundation. A new page starts from zero. For the same effort, the update almost always returns more.
Pull pages ranking positions 5 to 20 with meaningful impression volume. These are close enough to page one that improvement produces immediate traffic. Add pages that lost traffic over the past year, which usually signals content decay rather than penalty.
Update statistics and dates. Add sections addressing questions that have emerged since publication. Remove anything now inaccurate. Improve the introduction to match current search intent. Add internal links to newer related content. Re-examine the title against what currently ranks.
Changing the publication date without changing the content is transparent to Google and pointless.
